黃朝盟，美國佛羅里達州立大學公共行政學博士，任教於世新大學行政管理學系。其主要研究專長領域為策略規劃、電子商務管理以及人力資源管理，曾獲得佛羅里達州立大學公共行政學院傑出論文獎，並代表參加美國公共行政學會圓桌會議，近期曾先後赴美國、比利時以及韓國國際學術研討會發表網際網路相關論文，並有多篇公共網站之研究報告於學術期刊中發表。

C. James Huang is an assistant professor of public policy and management at the Shih-Hsin University. He received his B.A. degree (1990) in law from the National Chung-Hsing University in Taipei and two degrees from the Florida State University: an MPA degree (1994) in public administration and policy and a Ph.D. degree (1997) in public administration. Huang's interests include web design, e-commerce management, strategic planning and human resource management. In addition, he has been a regular presenter in international management and public administration conferences and many practitioner-oriented training programs.

趙美慧，美國佛羅里達州立大學教學系統設計碩士，曾先後擔任新浪網（Sina.com）網頁設計師、友立資訊（www.ulead.com）網站專案經理、雅虎（Yahoo!）亞洲地區使用經驗設計，現任世新大學講師、台北大學AboutWeb網路發展小組執行長。其主要專長領域為網站好用度工程、網站多媒體應用以及網頁設計，曾發表專論於行政院研考會之「研考」雙月刊，並於世新大學產業電子化(e-business)學程、行政管理學系及公共傳播學系教授「網站企劃與設計」等網路相關課程。

Mei Chao is a User Experience Designer at Yahoo! She received her B.A. degree (1989) in educational media and library science from the Tamkang University in Taiwan, and an M.S. degree in instructional system design (1995) from the Florida State University. Chao has focused her professional areas on the WWW multimedia, Web page design and usability engineering. She also has been teaching the WWW planning and design courses at Shih-Hsin University.
